Join a Measures Development Expert Working Group

Project Overview and Objective

Quality Insights, through Mathematica Policy Research, is contracted to assist the Centers for Medicare & Medicaid Services (CMS) in the development, maintenance, and testing of clinical quality measures for the  Quality Payment Program (QPP). We are currently seeking and recruiting clinical subject matter experts to engage in our clinical subcommittees, known as Expert Working Groups (EWG), to inform the following outpatient process measures prior to the next maintenance review:
 
  • Quality #134 (CMS2): Preventive Care and Screening: Screening for Depression and Follow-Up Plan
  • Quality #128 (CMS69): Preventive Care and Screening: Body Mass Index (BMI) Screening and Follow-Up Plan
  • Quality #317 (CMS22): Preventive Care and Screening: Screening for High Blood Pressure and Follow-Up Documented

EWG Requirements

We are seeking involvement of 8-15 individuals with experience and perspectives in the following settings or who have the following areas of expertise:
 

  • Clinicians practicing in individual practice or small group practice settings as well as clinicians practicing in rural communities
  • Clinicians practicing in patient-centered medical homes
  • Pharmacists practicing in outpatient settings
  • Diverse clinical experts from multiple specialties that provide ambulatory care to the patient populations measured. These specialties include but not are limited to those who treat patients with one or more of the following conditions:
    • Hypertension 
    • Obesity/morbid obesity
    • Weight loss/underweight
    • Atherosclerotic cardiovascular disease (ASCVD) including acute myocardial infarction (AMI), stroke, hypercholesterolemia, and transient  Ischemic Attack (TIA)
    • Childhood or adolescent depression
    • Adult depression
    • Pregnancy
    • Diabetes
    • Receiving palliative care
  • We are also seeking:
    • Experts in healthcare disparities
    • Experts in performance measurement
    • Experts in quality improvement including vendor insight
    • Clinician representation from professional societies
Participation on any of these groups is voluntary. As such, individuals wishing to participate on the EWG should understand that their input will be recorded in the meeting minutes. Proceedings of the meeting will be summarized in a report that may be disclosed to the general public. 

All potential EWG members must disclose any current and past activities that may pose a potential conflict of interest for performing the tasks required of the EWG prior to the first meeting.

EWG Expected Time Commitment

All potential members should be able to commit to at least one, two hour teleconference and two to four hours of additional email communication efforts post teleconference. Meetings and communication with be conducted this fall (September – November 2017). Throughout the following year (2018), we may engage the EWG as necessary regarding clinical subject matter questions, but most communications will continue through email post initial teleconference.

Required Information

1. The Declaration of Interest (DOI) form which includes a consent and   confidentiality statement.

There are two options for signing the DOI form:
 
  1. Inked Signature (Unfortunately, we cannot accept typed signatures, so the form must be printed, signed, scanned, and returned.)
  2. Digital signature (Follow the link for more information)

2. A letter of interest (not to exceed two pages) highlighting experience/knowledge relevant to the expertise described above and note any involvement in measure development and which measures EWG you would like to participate in.

3. A Curriculum vitae (CV) or a summary of relevant experience for a maximum of 10 pages.
